Background Statement
CCH began in 1998 by renting a single two-bedroom apartment in Huntington Beach that housed up to six homeless women and children each night. Today, the agency owns and operates 21 Homeless Shelter Program and permanent housing sites throughout Orange County. Our shelters are located in Huntington Beach, Fountain Valley, Anaheim, Placentia, and Garden Grove. Our Homeless Shelter Program (HSP) can house and serve an average 128 homeless women and children per year. Our permanent housing sites have the capacity to serve more than 325 low-income individuals at any given time. In addition, through our outreach efforts, we serve more than 450 community members in need per week throughout Orange County and Los Angeles.
Impact Statement
Colette’s Children’s Home is a nonprofit organization based in Huntington Beach, California, that has provided housing and supportive services to more than 6,200 homeless women and children over the past 27 years. Unlike congregate shelters, CCH operates apartment-based shelters. Each two-bedroom apartment is shared by only two families, with one family per bedroom. All apartments include full kitchens, and each client receives a key to her unit. This model provides dignity, safety, and stability, allowing families to experience a true sense of home while participating in our program.
While shelter alone cannot replace permanent housing, CCH’s Homeless Shelter Program (HSP) provides short-term housing combined with intensive stabilization services for individuals facing the highest barriers to housing stability. Our goal is to support clients in transitioning from homelessness to permanent housing in the most cost-effective and responsible manner, while being good stewards of public and private funding.
CCH serves homeless single women and homeless mothers with children throughout Orange County. Program entry requirements are intentionally limited: clients must be experiencing homelessness, provide a negative drug test at intake, and be able to work full time. One hundred percent of clients served are below low to moderate-income thresholds, with most living in the extremely low-income range. We prioritize individuals who are literally homeless, living on the streets, in vehicles, or in emergency shelters, and many clients enter the program with little to no income.
Needs Statement
The need for CCH’s services continues to be significant. Over the past five years, the organization has received an average of 3,278 annual requests from homeless women and children seeking shelter and supportive services. During this time, CCH has housed and provided comprehensive services to an average of 237 women and children each year. Annually, approximately 90 participants successfully graduate from the program and transition into permanent housing, and an average of 60 women each year secure or maintain employment.

Statement from the CEO/Executive Director
Homelessness affects not only those who experience it, but the health, safety, and economic stability of the entire community. Investments in CCH support safer communities, stronger families, economic growth, and the breaking of generational cycles of homelessness. Every dollar invested yields both immediate and long-term community benefits by helping women and children move from crisis to stability and independence.
