State Opioid Response (SOR)

Our State Opioid Response (SOR IV) Program works to reduce overdoses and deaths by connecting communities of color in Orange County with compassionate, culturally responsive care. Services include harm reduction resources like free Narcan and fentanyl test strips, overdose reversal trainings, and community pop-up events offering education in multiple languages. Youth and adults can also join outreach, leadership, and skill-building opportunities that promote healing and resilience. MECCA partners with KCS Health Center and other local agencies to provide counseling, care coordination, and medication-assisted treatment. Together, we aim to reduce stigma, expand access to support, and foster recovery. This program is supported by a federal grant under the State Opioid Response program, with funding provided by the California Department of Health Care Services

Outcomes

The SOR program provides culturally responsive opioid, stimulant, and polysubstance use education, outreach, harm reduction information, referrals, and treatment linkages for Orange County communities of color. Deliverables include community outreach events, SUD education sessions, trainings, partner coordination, and use of a trauma-informed goal-setting and case management tool to support connection to treatment and recovery services.

Housing & Homelessness Incentive Program (HHIP)

The Multi-Ethnic Collaborative of Community Agencies (MECCA) leads the Housing and Homelessness Incentive Program (HHIP) to strengthen housing stability for adults aged 50 and older across Orange County. Funded by CalOptima Health, this initiative supports the creation of a culturally and linguistically responsive housing navigation model designed to be replicated throughout the region and state. MECCA’s Systems Advocates, based at eight partner agencies — Asian American Senior Citizens Service Center (AASCSC), Abrazar, Inc., Access California Services, The Cambodian Family, KCS Health Center, Orange County Children’s Therapeutic Arts Center, OMID Multicultural Institute for Development, and Southland Integrated Services — provide compassionate, individualized guidance to help older adults access safe and stable housing. Through this collaborative effort, MECCA and its partners have developed an assessment tool that identifies older adults’ housing needs and vulnerabilities.

Outcomes

MECCA’s HHIP-funded Enhanced Housing Services program develops and implements a culturally responsive housing navigation model for multi-ethnic older adults in Orange County. Deliverables include a housing landscape analysis, multilingual screening and assessment tool, housing navigation training, enhanced housing navigation services for older adults, and a replicable practice model to support housing stability and independence.

Early Intervention Services for Older Adults (EISOA)

MECCA’s Early Intervention Programs for Older Adults (EISOA) Program supports adults who are 60 years of age and older who are experiencing the early onset of mental health conditions or those who are at an increased risk of developing mental health conditions. The program connects with unserved or under-served older adults who are isolated due to social, cultural and linguistic barriers.

Outcomes

The Early Intervention Services for Older Adults program provides culturally and linguistically responsive prevention and early intervention services for underserved older adults across Orange County. Deliverables include home visits, safe/office visits, referrals and linkages, education and skills groups, socialization groups, clinical supports, outreach events, transportation support, and follow-up services that reduce isolation and connect older adults to needed care.

Youth Opioid Response (YOR)

Our Youth Opioid Response (YOR) Program supports young people in Orange County with harm reduction tools, overdose prevention education, and leadership opportunities. Services include free Narcan, fentanyl and xylazine test strips, overdose reversal trainings, and peer-led support offered at schools, youth centers, and the YOR Drop-In Center in Santa Ana. Youth ages 16–28 can also join the Youth Advisory Committee to gain stipends, leadership experience, and career development while building meaningful community connections. MECCA partners with KCS Health Center to connect participants to counseling, psychiatry, care coordination, and medication-assisted treatment for recovery support. Together, we aim to reduce opioid-related harms and foster resilience among youth and young adults across Orange County. This service is supported by a federal grant under the State Opioid Response program, with funding provided by the California Department of Health Care Services.

The Youth Opioid Response program expands access to youth-centered MOUD/MAT, SUD education, harm reduction, outreach, peer engagement, drop-in services, and recovery supports for youth, transitional-aged youth, and young adults in Orange County. Deliverables include referral pathways, youth ambassador activities, family engagement, community education, care coordination, and culturally responsive connections to KCS Health Center and partner services.

PATH CITED - Free Medi-Cal Benefits Support

Our CITED Program helps Orange County residents connect to free support for housing, behavioral health, substance use, nutrition, and medical care. Services include housing navigation, personal care support, medically tailored meals, respite care, and environmental accessibility adaptations. MECCA partners with local agencies to make sure you can access the benefits you’re eligible for and receive help applying for services that improve your health, safety, and stability.

PATH CITED strengthens MECCA’s capacity to participate in CalAIM and expand access to Enhanced Care Management and Community Supports. Deliverables include CalAIM provider readiness, staffing support, outreach and engagement infrastructure, training for collaborative agencies, and stronger pathways to connect CalOptima members in multi-ethnic communities to ECM, housing-related Community Supports, and other CalAIM services.
