Mission Statement

Southland Integrated Services, Inc. improves the well-being of Orange County’s diverse population through outreach, education, and community health services.

Background Statement

Established in 1979 as a refugee resettlement supporting agency in Westminster, California, Southland Integrated Services, Inc. has gradually expanded its operations to respond to the rapidly evolving needs of the local Orange County population.
Southland was founded in June 1998 in response to the urgent health needs of the large medically underserved population in the community. With multilingual medical staff and strong supporting personnel, Southland serves a diverse patient population and has helped enroll thousands of uninsured children and adults into state-sponsored health insurance programs.
Today, Southland operates over twenty programs providing a variety of services to low-income residents, older adults, children, and individuals with mental disabilities. These programs support the community through integrated service delivery that includes outreach, education, healthcare access, and supportive services that promote stability and improved quality of life.
Since May 2015, Southland has been approved by the U.S. Department of Health and Human Services as a Federally Qualified Health Center (FQHC), further strengthening the organization’s capacity to provide quality health care services to residents of Orange County.

Impact Statement

As an FQHC, Southland is positioned to deliver comprehensive, accessible, and culturally responsive services to underserved communities, including individuals and families experiencing significant social and health inequities.
Southland operates through a structured organizational model that includes executive leadership, program administration, clinical and medical teams, outreach and education staff, and supportive service personnel. The organization’s integrated approach ensures services are coordinated across programs and responsive to community needs.

Needs Statement

Orange County has a large and growing population of immigrants, refugees, low-income families, seniors, and individuals with limited English proficiency. Despite the region’s economic strength, many residents still face barriers to affordable, culturally competent healthcare, including lack of insurance, transportation challenges, language barriers, and difficulty navigating the system.
As a result, underserved populations are more likely to delay care, rely on emergency services, and experience unmanaged chronic conditions like diabetes, hypertension, and mental health issues. These challenges are further compounded by poverty, unstable housing, and limited access to health education.
Since its founding in 1979 as a refugee support center, Southland Integrated Services has expanded to over 20 programs, including a Federally Qualified Health Center. Even with this growth, demand continues to exceed capacity. There remains a strong need for outreach, enrollment assistance, access to care, mental health support, and culturally and linguistically appropriate services.
Access to primary and preventive care remains especially limited for uninsured and underinsured individuals. Although Southland Integrated Services has helped enroll many residents into coverage, others remain unaware of available options or face difficulties due to language barriers and system complexity. In addition, there is a shortage of culturally responsive healthcare and mental health services, and stigma and mistrust continue to prevent some communities from seeking care.
Overall, ongoing disparities and increasing demand highlight the need for expanded, coordinated, and culturally competent services. Southland Integrated Services is well positioned to meet these needs but requires additional resources to do so effectively.
